i don't know that this qualifies as in like a lion but it certainly already has turned deadly this morning from maryland with accidents on the roads to baltimore having delays at schools. we've got about an hour left from delaware to connecticut of this one to say four inches depending on your location. you're seeing images out of camden, new jersey, just across the river there in philadelphia. and in leesburg, virginia, where the snow fell down and accidents happened immediately. you don't need a lot. and you're going to get more than this by the time we hit monday. and it will all come from that storm, that brings more rain to california tonight through early tomorrow and here by sunday night into monday morning. michael. >> thank you so much, ginger. that's on the east coast. on the west coast in california they are bracing for the new storm as residents try to recover from the record rain and flooding that devastated dozens of communities. abc's will carr is in gx uerneville, california, with the latest. good morning, will. >> reporter: good morning, michael. this area is under mandatory evacuation. the water has dropped significantly. you can see the brown smear on

the top of this white post. you take a wide look, you can see there are still businesses and homes swamped across this airy. with more rain on the way. the heart of wine country is drowning in damage after floodwaters drench sonoma county killing at least one person who was swept away. more than 20 inches of rain pounded the area. streets filled with murky sewage-infested water. rescue crews on boats continue to search submerged neighborhoods looking for stranded residents. how many people have you guys evacuated? >> upwards of 30 or so. >> reporter: in guerneville residents had to be rescued after the town turned into an estuary. this morning, the landlocked community now accessible, but the devastation is widespread. the russian river swelled and then crested at more than 45 feet. that's the highest it's been in more than two decades. more than 2,000 homes have flooded, along with countless cars.

"the new york times" reports that trump ordered his chief of staff to give kushner a top secret security clearance over the objections of intelligence officials and his white house counsel, contradicting public denials from the president and ivanka trump. our chief justice correspondent pierre thomas has the story. good morning, pierre. >> reporter: george, good morning. in an intense reaction, house democrats are crying foul claiming that nepotism and favoritism are impacting national security. this morning, new congressional

investigations targeting the white house after that "new york times" report alleging that president trump ordered his former chief of staff john kelly to give his son-in-law jared kushner a top secret security clearance. the paper claiming that kelly wrote a memo saying the president had, quote, ordered him to clear kushner's path. this after "the times" says both the cia and former white house counsel don mcgahn recommended that kushner be denied it in the early days of the administration, a move some experts say if true would be highly unusual for a president. >> while the president has the authority to override the decision of security officials, it's very uncommon for him to do so. just because he can do it doesn't mean that it's in the best interest of our national security. >> reporter: in an interview with "the times" just last month, the president denied intervenes on behalf of his son-in-law, who has been involved in a number of domestic policy and diplomatic efforts,

including middle east peace. >> did you tell general kelly or anyone else in the white house to overrule security officials -- >> no, i don't think i have the authority to do that. i'm not sure i do. but i wouldn't -- i wouldn't do it. jared's a good -- i was never involved with his security. >> reporter: and ivanka trump recently told abc news there were no strings pulled for her or her husband. >> there are a lot of people that question whether you were given special treatment by the president overriding other -- >> absolutely not. >> -- officials. can you speak to that? >> there were anonymous leaks about there being issues. but the president had no involvement pertaining to my clearance or my husband's clean clearance, zero. >> reporter: democrats now vowing to investigate. house intelligence chairman adam schiff fired off a statement last night saying, there's no nepotism exception for background investigations. a spokesman for abbe lowell, kushner's attorney, says they

were handled in regular process with no pressure from anyone. white house spokesperson sarah sanders released a blunt statement saying we don't comment on security clearances, george. >> and, pierre, the investigations continue. michael cohen, another day on capitol hill yesterday behind closed doors at the house intelligence committee and they're not done with him yet. >> reporter: that's right. congress is not done with cohen. he is due back for grilling next wednesday. and felix sater, another trump atoes y associate will be brought in in march. they want to talk about his role in pursuing a trump tower project during the campaign when the candidate was denying having any deals in russia. >> and he had worked many years with president trump before that. let's bring in dan abrams for more on this and, dan, we should separate out the issues here. there's no question that the president has the legal authority to order a security clearance. the question is was it done in the right way? >> right, he's got the right to do it. but was it the right thing to do? and, you know, you heard sarah sanders saying we don't talk about security clearances. >> the president does. >> that's what i was going to say. the president talked about it and ivanka talked about it and

now sarah sanders doesn't seem to want to talk about it. so, the process is a very thorough one and a very rigorous one. but in the end, the president has the final call. no one disputes that the president can make a decision in his single opinion whether someone should get clearance. >> and, you know, clearly there are problems for the president and ivanka with their denials. interesting, the response from jared kushner's lawyer, much more nuanced. >> right, his application was properly submitted, true, reviewed by numerous career officials, true, underwent the normal process, true, for the beginning of the process. and then they say there was no outside pressure. well, the bottom line is that all may be true and the president in the end may have simply said, i don't care what the process was, i don't care what the decision was. i want jared kushner to have this security clearance. >> no reason for prosecutors to look at this but clearly the congress is going to because of that process. >> you want to know why. what were the concerns? why did they have concerns about jared kushner?

why did he have to keep amending his forms again and again? why were there over 100 omissions and changes? those are the questions that i think a lot of people would like answered. and that's what we don't know right now, which is, what were the fundamental problems and issues that led the career officials to say, wait a sec, we should have some concerns here. >> meantime, one of the things we're seeing coming out of the cohen hearing on wednesday many more investigations now spawned on capitol hill. we're really heading into a new phase here. >> michael cohen's testimony created a road map. now, i think that they knew that this was going to happen, right? this isn't some shock that, oh, my goodness, michael cohen came in and suddenly there's this roadmap. but as you listen to him, you see the tentacles of the investigations. you see what was just a state new york investigation now becoming a -- >> foundation. >> becoming a congressional investigation. you see federal investigations with regard to mueller and the southern district of new york now becoming congressional but again, they need to be careful. the last thing congress would

want to do for those who want this investigation to continue is to step on the criminal investigations, because there's going to be real concern on the part of the federal authorities please don't investigate this exactly at the same time as we are. >> those continue as well. dan abrams, thanks very much. cecilia. >> staying in washington and the fallout from that collapsed nuclear summit with north korea, this morning there is a new war of words after president trump walked away from the talks. the north koreans are now disputing his version of what happened in vietnam. our terry moran has more from the white house. and, terry, the north koreans say kim jong-un might be done negotiating with the u.s. >> reporter: well, that's the threat they've issued, cecilia. good morning, but state run media in north korea is already toning that down a bit so it could be posturing. president trump had such high hopes for the vietnam summit but at the end of the day, what happened was actually pretty normal. the two sides couldn't agree so the president walked away from a deal he didn't like. and now, it's back to square one. overnight president trump back home in the white house earlier

than expected after his second summit with north korean dictator kim jong-un came to an abrupt end. >> we didn't sign anything today. it didn't quite work out. i would say that i wasn't satisfied and perhaps he wasn't satisfied. >> reporter: the real sticking point, trump explained, sanctions. kim jong-un demanding that all sanctions on his country must be lifted in exchange for him dismantling north korea's largest nuclear facility. but no promise of ending the rest of his extensive nuclear and mizle program. >> i didn't want to give up the sanctions unless we had a real program, and they're not ready for that and i understand that fully but i wanted them to denuke. >> reporter: hours after talks ended, a historic first, north korean officials held a press conference to push back. [ speaking foreign language ] they claim they only asked for some of the sanctions to be lifted, not all. trump's warm relationship with kim is the cornerstone of this nuclear diplomacy in korea and that, says potential democratic rival joe biden, is the real problem.

>> the president treats everything like it's a real estate deal. i'm not being a wise guy. but just let me in the room. i can convince the other party to make a deal. well, it requires hard, hard, hard and consistent diplomacy. >> reporter: as you see there democrats are sure to make the president's korea diplomacy and his bromance with kim jong-un, one of the world's worst dictators, an election issue. but the real question right now is, will kim resume testing nuclear weapons and ballistic mizles? and if he does, how will president trump respond? >> that is the question. okay, terry, thank you. democrats might be seeing this as a fighting issue but republicans, you know, george, are largely calling what happened in vietnam a job well done. >> yeah, they're saying it was right of him to walk away and i'll ask the secretary of state mike pompeo about this on sunday on "this week." breaking news in the race for the white house.

moments ago, washington governor launched his presidential bid. >> i'm jay inslee and i'm running for president. i'm the only candidate who will make defeating climate change our nation's number one priority. we can do this. join our movement. this is our moment. >> inslee, a former member of congress, now serving a second term as governor, and he will also join us sunday on "this week." michael. >> all right, thank you, george. now to the governor of new york urging jeff bezos and amazon to reconsider its decision not to come to new york city. abc's whit johnson is overlooking where the retail giant's second headquarters was going to be built. good morning, whit. >> reporter: michael, good morning. new york not giving up without a fight. governor andrew cuomo making this personal, speaking directly with founder jeff bezos, pleading with amazon to come back to the bargaining table. now, the governor and new york city's mayor really rolling out the red carpet for amazon complete with roughly $3 billion

in tax incentives. amazon promising more than 25,000 jobs in return. now, the company took the deal but when some local lawmakers and new yorkers expressed their outrage, amazon abruptly pulled out. the issue highlighting a national debate about how much cities should be willing to give up to lure big business. "the new york times" reporting the governor has been feverishly working the phones, promising to help guide amazon through new york's governmental red tape. michael? >> whit, we hear governor cuomo isn't the only one trying to lure amazon back. >> reporter: michael, that's right. also in "the times" today an open letter published with the signatures of more than 70 local leaders, business leaders, elected officials, and union bosses urging amazon to come back to new york. but so far, no indication that the company will reconsider. michael? >> all right, thank you so much, whit. you can put that hood up and protect that hair. >> it is cold out there. let's turn to florida where it's not cold.

police are searching -- are in an urgent search to find a driver in a frightening hit and run. the car flipping over several times off the road and into a hotel parking lot after being struck by a van. abc's erielle reshef is here with the latest on both drivers. good morning. >> reporter: good morning. it was a dramatic and dangerous scene. a car slamming into a concrete wall, coming to rest on its roof, before authorities say the driver who caused this crash sped off. this morning police in florida are searching for the person responsible for this terrifying hit and run. this hotel security camera captures everything. a van tries to make a left turn into a gas station, driving right into the path of an oncoming car. that vehicle hits the van and spins out of control, flipping over at least four times. the out-of-control car barrels toward a hotel pool but slams into a concrete wall, finally landing on its roof. the driver, a 19-year-old man, was rushed to the hospital and is in critical condition. >> people are hollering call 911 and it was just a bit of chaos

at first. >> reporter: the crash shocking hotel guests as several people raced to help the driver. >> i didn't know what to do, i mean, until somebody came with the ambulance, is the only thing we had to wait on because he was bruised up pretty bad. >> reporter: authorities say the person who caused the accident fled the scene, waiting just five seconds before taking off. >> it's unforgivable. no matter what -- even if there's nothing you can do you need to stop and see if you can do something. >> reporter: again, we're told that that 19-year-old victim is still in critical condition. authorities say the suspect was driving a 2003 kia sedona that now has right front damage. so anyone with information urged to contact authorities, crimestoppers, give any account of what happened. >> we hope they'll be okay. >> thank you. now to the contract that has made baseball star bryce harper the highest paid athlete in the history of team sports. harper signing a massive 13-year, $330 million deal with the philadelphia phillies.

the former mvp's annual salary of more than $25 million ranks just 14th in baseball history. and harper, he turned down a $30 million a year offer from his old team, the washington nationals, late last season. so looks like he gave up $5 million a year but he got a longer term deal for the most overall. >> $330 million. >> that's a lot, either way. either way it's a lot of money. >> he's doing fine. >> wow. right now for that powerful new winter storm. and a state of emergency. california residents bracing for even more rain after dangerous flooding. also right now in washington president trump facing new questions as "the new york times" reports he ordered his chief of staff to give son-in-law jared kushner a top secret security clearance over the objections of intelligence officials. >> we're going to begin though with luke perry, the "beverly hills 90210" and the "riverdale" actor hospitalized after the 52-year-old reportedly suffered a massive stroke. paula faris joins us now with more. good morning, paula. >> good morning. there were early reports that he was in a medically induced coma which his spokesperson quickly and emphatically denied. what we do know is that perry is at an l.a. area hospital. he is under observation and being monitored very closely. >> let me tell you something just so you know in advance, i'm not in a good mood today. >> reporter: you may know him best as '90s teen heartthrob dylan mckay from "beverly hills 90210." but this morning, actor luke perry is hospitalized after reportedly suffering a stroke at

his home in los angeles. the los angeles fire department responding to the actor's home on thursday morning with dispatch audio referring to a stroke patient. >> unit 102, rescue 78 stroke. >> reporter: a rep for perry tells abc news that luke perry is currently under observation at the hospital. these days, perry stars as fred andrews on the cw series "riverdale" where his character was shot and ended up hospitalized but pulled through. >> dad, dad. can you hear me? >> reporter: strokes are a leading cause of disability in the u.s. they occur when there's a sudden interruption in the blood supply to the brain but can also happen when a blood vessel ruptures. strokes can affect anyone but are most common among the elderly. the 52-year-old's hospitalization comes on the same day that a "90210" reboot was announced starring most of the original cast. but not perry who was busy shooting "riverdale."

and there's been an outpouring of support from well-wishers on instagram including perry's former "90210" co-stars, shannen doherty who posted this old photo of the two. and ian zie rrk ing who writes, no words can express what my heart feels hearing today's shocking news. let us all say a prayer for his speedy recovery. most of perry's former "90210" co-stars have signed on for that reboot but we've learned perry did not because of his commitments to "riverdale" which was recently renewed for a fourth season. but we certainly extend our prayers to perry and a speedy recovery, michael. >> we certainly do. and joining us now is dr. jennifer ashton. and doc, such a young guy. when you hear the word stroke what's the first thing that comes to mind? >> we have to remember that is unconfirmed when we're talking specifically about luke perry but a good opportunity to talk about stroke which is a leading cause of death in the u.s. first of all, the first thing that comes to mind is where in

the brain is the actual stroke? how large of an area is affected? and what type? we heard in paula's piece two basic types of stroke, one caused by hemorrhage seen with uncontrolled high blood pressure and the other type caused by a clot. and if you take a look at this animation, michael, you can really see how devastating this is. if a clot breaks loose from an artery, lodges in a tiny, tiny vessel of the brain, all of the brain area that's then supplied downstream of that clot is affected. it's exactly the same physiology as a heart attack, and when you're talking about the brain this is an incredibly unforgiving organ for any type of disruption for blood supply. >> what are the symptoms of a stroke? >> this is what i think can be truly life-saving. stroke is a critical situation where every second matters. you remember it by f.a.s.t. if you look at the facial droop, arm weakness, slurred speech or difficulty speaking, the "t" stands for time to call 911 because every minute, every hour matters when you get prompt treatment.

it all to court. this morning, the parents of this 5-year-old girl outraged after a so-called emotional support pit bull attacked the child at an airport. the family suing alaska airlines, portland's airport, and the dog's owner for $1 million. according to the lawsuit, the dog was not in a crate and is not a trained and registered service animal, in violation of portland international airport's own rules. delta has reported an explosive 84% increase in incidents involving unruly animals from 2016 to 2017 including this incident when a 50-pound emotional support dog bit a man on a plane. >> his face was covered in blood. >> reporter: airlines responding to these incidents by rolling out new policies and restrictions. southwest, united, and delta allowing only cats and dogs. other carriers requiring additional documentation 48 hours in advance or proof that the animal is well behaved. delta even banning all pit bulls and similar dogs. and united ruling that only one

staff to give him a clearance over the objections of his white house counsel. good morning, pierre. >> reporter: good morning. that's right. there is a brewing showdown between the white house and congressional democrats and a fight involving matters of national security and allegations of nepotism. this morning, new congressional investigations targeting the white house after that "the new york times" report alleging that president trump ordered his former chief of staff john kelly to give his son-in-law, jared kushner, a top secret security clearance. the paper claiming that kelly wrote a memo saying the president had, quote, ordered him to clear kushner's path. this after "the times" says both the cia and former white house counsel don mcgahn recommended that kushner be denied it in the early days of the administration, a move some experts say if true would be highly unusual for a president. >> while the president has the authority to override the decision of security officials, it's very uncommon for him to actually do so, and just because he can do it doesn't mean that it's in the best interest of our national security. >> reporter: in an view with

spending this time pregnant kind of harkening back to that time. >> some days you feel like you're making progress and healing and some days it just like hits you like a freight train. >> yeah. >> you know, because i do think about the baby and just like what he or she would have been like and i feel like you would listen to me but it really wasn't something that would hit home to you. >> you have the perspective now though of a father. >> right. before i didn't. i was just a guy and as a guy you don't -- i don't know, you don't become a dad until the baby is there, i feel like. >> reporter: the couple says they decided to share their story because they want others to know they're not alone in their grief. >> i feel like a lot of women feel like they can't share their truth. i think when one more person opens up it's just like giving yourself permission to discover or get in touch with those feelings of your own. >> so the couple receiving an abundance of support online. also tanner sharing with me that

as he reflects on that time he thinks that he should have been grieving with his wife instead of for his wife and, cecilia, i thought that was such a powerful message for the many couples out there going through the same thing. >> it really is, kayna. our thanks to you and our thanks to them for sharing the story. let's bring in dr. jennifer ashton back with this. you're an ob/gyn and know better than anyone, miscarriages are so common. we don't talk about them enough. >> exactly. >> what do people need to know? >> well, we have a saying in ob/gyn that if a woman is pregnant enough times her chance of having a miscarriage before she even knows she's pregnant is so incredibly high. however -- and this is the big but -- that does not make it any easier. when you're sitting with a woman who are a couple who's just had a loss, this is a loss of life. it is a major, major and traumatic event and they have different processes and stages of grief and mourning, and we need to realize that.

in terms of causes, there is such a long list. the most common by bar is a chromosomal abnormality in the embryo, but there are structural like fibroid, certain hormonal conditions that predispose a woman to loss and less common things like infection or clotting disorder and, again, yes, it's important to know the statistics but when it happens to you, it really doesn't matter how many other people have it happen. >> that list is so important because so many women think it's my fault, i did something wrong and when you see it there, it's not. >> that's right, and i think when we hear stories like this, it's so powerful and shows the bravery and courage of a woman and couple to come forth and talk about things that unfortunately in 2019 we still don't talk about enough. we whisper about this and that range of emotions, psychologically, emotionally is actually way more serious to deal with than anything physical. there's anger, blame, fear, guilt, shame. as women we feel like what's wrong with me that i could not continue this pregnancy?

teenager, there are so many things you're dealing with. for me to hold my food it was at least i can take control with this. >> reporter: eating disorders have the second highest mortality rate of all mental illnesses next to opioid abuse and they're wildly underdiagnosed and research underfunded. >> i think there is a huge misconception out there that this illness only affects thin, young, white, affluent women. >> reporter: giva is part of project heal, an organization found in 2008 that provides support and works to raise funds for those suffering that can't afford treatment. >> you have people of all genders, all races, all classes, all cultures coming together to talk about this illness that has affected their lives. >> upwards of 70% of people who may have an eating disorder do not have treatment. the top reasons why, the fact that they're ashamed, access to adequate medical treatment. going to a doctor's office and not being asked about habits of eat and just focus on weight. >> it is so expensive and so hard to get and honestly it's

important for you not only to have access to treatment but treatment close by. >> reporter: giva now hoping by speaking out she can help those who may be suffering in silence. >> if someone is watching this and they say, i look like her. >> who would have thought just me, regular old me, could now be someone that people can identify with, that people want to talk to about this, who could potentially help someone. >> great piece there, ginger. you've been so brave and open about your struggle with eating disorders but what do you feel is the biggest misconception? >> i think there are so many. i think one of the biggest is that men don't have it. men especially but ten million of the 30 million people that have it are men. so a third are men which is a stunning number if you think about it. on top of it from my personal experiences, people don't get it's not about the food but the control, it's about the shame you feel. it's about the mind and so that's what it is. that's what makes it a disease like any other or a disorder like any other and i think
